RIPE

RIPE NCC is the Regional Internet Registry responsible for allocating and registering Internet resources such as IPv4 and IPv6 addresses and Autonomous System Numbers in Europe, the Middle East, and parts of Central Asia. RIPE also refers to the broader technical community (Réseaux IP Européens), which discusses network and policy issues. RIPE NCC does not register standard domains like .it or .com; domain name management is handled by registries and registrars. Distinguishing between IP addresses and DNS names is essential when identifying the responsible party for a resource.

Address Allocation

Organizations can obtain IP resources through an Internet Service Provider, a Local Internet Registry, or procedures set forth by RIPE NCC. The public RIPE database contains registration details, technical contacts, networks, and routes according to applicable policies and privacy settings. These records describe declared allocations or management but do not always confirm actual usage of each address at any given time. An IP may be reassigned, announced by a different operator, or used behind NAT, proxy, or shared hosting.

An IP address can support multiple domains, and a domain can resolve to different addresses over time or based on geographic location. Therefore, finding an address in a DNS record does not automatically identify a single website, owner, or company. Investigations must combine DNS data, network information, certificates, hosting details, and context. A RIPE record may indicate an organization responsible for a block, but abuse reports should be sent to the correct contact and may require further steps with ISPs or hosting providers.

Policy and Community

RIPE NCC operates under policies developed by the RIPE community and offers registration services, training, measurement, and coordination. These policies define how limited resources are allocated, transferred, and maintained. IPv4 addresses are scarce, while IPv6 provides a much larger address space. Organizations must meet documentation and data update requirements. RIPE NCC is not a regulatory authority for all Internet Service Providers nor a universal registry of website visitors.

The RIPE database is useful for technical research, troubleshooting, and network contact purposes. Information may be incomplete or provided by the resource holder and does not replace contractual or legal verification. Use of this data must comply with privacy and service policies. For domains, registrars and TLD registries remain the primary points of contact; RIPE primarily concerns IP addresses and network numbers.

Practical Use

In a server investigation, one can query the RIPE database to identify the IP block and abuse contacts, then cross-reference with DNS and providers. If a network is associated with a hostname, it does not automatically mean the RIPE organization owns the domain. In cases of phishing or malware, reports should be directed to the infrastructure controller and involved services, while preserving evidence and timestamps.

In summary, RIPE NCC is the regional Internet registry for IP resources and network numbers in its area. It differs from ICANN, domain registries, and registrars. Understanding this distinction allows proper interpretation of network data and ensures communication with the correct responsible party.
